To truly take voice seriously, we need to understand what it means, in practice, in policy, and in people’s lives. This literature review, written by Dr Katy Goldstraw on behalf of APLE Collective, explores the deeper context behind participation, voice, and lived experience in decision-making.
It looks at the power dynamics that shape whose voices get heard, the risks of tokenism, the emotional labour of storytelling, and the importance of creating safe, supportive spaces for participation. Drawing from research, activism, and lived expertise, it highlights the challenges and the opportunities in moving from consultation to collective leadership.
